Because of an update of Visual Studio the Bazel Windows Build is failing - more details here: bazelbuild/bazel#18592

Steps to Reproduce

Just build it on Windows2022

What Did You Expect to See?

Build success

What Did You See Instead?

Unable to find the CPP toolchain.
