Add dedicated RescriptRelay GithHub Action #251

It'd be nice to have a dedicated GitHub Action that's easy to install and covers the most important aspects of RescriptRelay, like:

  • Checking that the Relay compiler has run properly (no changed files after running the compiler)
  • Runs the remove-unused-fields CLI in CI-mode, to ensure no unused fields make it into production

Unlikely to happen as of now.
