WSL2 File changes made by Windows apps on Windows filesystem don't trigger notifications for Linux apps
Mounts stop receiving inotify change events from Windows host

Make sure the WSL2 checkbox is unchecked:

If the WSL2 checkbox is unchecked and file changes still don't sync, shutdown docker desktop, open Hyper-V Manager (from Windows menu) and delete the DockerDesktopVM
