Links on front page all effectively go to /search #3

All of the links on the front page are effectively empty, or go to search. This includes the terms of use and contact links that should go to a separate page.

The hrefs are all "", which go to /search since there are other redirects that default "/" to go to "/search". The underlying reason is that the pages were not implemented, and hence the index page was not updated with any more specific href's.

This current production amrin.ala.org.au (150.229.0.25) also has this issue, so it isn't a blocker for transferring amrin.ala.org.au to AWS.
