index step error when there is dynamicProperties with double value #526

Recently, Questagame sent some sightings records with dynamicProperties in the following format
"{""avgPhotoRating"":4.0}"

This has caused the following error in the Index step on the dataset:

dynamicProperties should be allowed have double as value according to https://dwc.tdwg.org/terms/#dwc:dynamicProperties
