In the code formatting section, give the option to remove blank lines.

Thanks for the feedback.
For lisp sometime at least one empty line is needed, so is this acceptable to remove extra empty lines but keep one empty line.

I don't know if I'm wrong, but my opinion is to give options.

1. Inside the defun, without empty lines.
2. Between defun and defun keep an empty line.
3. Keep lines empty.
