LintDiff did not catch anonymous model in ARM swagger #573

Describe the bug
PR Azure/azure-rest-api-specs#24998 contains Swagger with anonymous model

There should be a rule to catch that Azure/azure-rest-api-specs#24998, but it seems not work in above case.

Steps to reproduce the behavior:
Run LintDiff on https://github.com/Azure/azure-rest-api-specs/blob/52f765effde90f870a7edfd708d97918dbda82c6/specification/azurestackhci/resource-manager/Microsoft.AzureStackHCI/preview/2023-07-01-preview/virtualNetworks.json

Expected behavior
LintDiff fail with error on anonymous model.
