Criar e Recuperar Contas dos Eleitores

Como Eleitor, quero me inscrever no processo eleitoral e, caso eu perca meu acesso de alguma forma, quero ter meios de recuperá-lo e, ainda assim, manter minha privacidade.

  • Será criada uma conta na Ethereum com uma carteira mobile
  • Deverá ser elaborado um meio para que eleitores encontrem extrema dificuldade em criar múltiplas contas
