same lower and right border issue as the dark theme in XFCE4

The inactive windows have a white border on the lower and right side in XFCE4:

I recogniced the same in the dark theme.

It's basically a Debian Shell (running as a linux-subsystem in Windows10 x64 Enterprise).
I run a VcXsrv xserver 1.20.60 for video output on localhost in a borderless window without showing the cursor.

Debian was installed very basic with not much besides XFCE4 and requirements using apt/synaptic.
