Mekanism universal cables do not provide power to anything that is placed in a compact machine while a player is not present regardless of chunkloading. The photo below proves that the inside of the compact machine is chunk loaded with FTB chunks and the IC2 chunk loader.

The photo below shows a mekanism energy cube that is getting power from mek universal cables and dumping power into a trash can. The energy cube is recieving power faster than it is voiding it so when I leave the compact machine then reenter it the energy cube should be full but as shown in photo 3 the energy cube is less than when i left the compact machine.


At the time of the photos my world was open to LAN but this problem happened when I am in single player as well.
