When adding new TDV in Strata Setup, new TDV doesn't save.

From StrataSetupPage the user can add a new TDV to the design using the "Add New Spec" button.
This displays the TDV_Select dialog. This dialog allows the user to add a TDV to the SG that already exists
in the .design file, or they can Click "Create New Species" to create a new record.
Internaly this creates a new TreeDefaultValueDO object and adds it to the parent form's newTDV collection.
However this new TDV data object never gets saved. So even when it shows up in the parent form, the new TDV record has not been saved.
