TIM will not accept cruises where the purpose is anything other than Timber Sale.
If a cruise with something other than Timber Sale is put into TIM, the user gets a cryptic error message that can take a while to figure out.

A solution to this issue is to prompt the user when generating a TIM output file, letting them know that the current purpose won't be accepted and allow them to override the purpose when generating the output file.
