Specs and stuff
I am running: glucose-server-1.17.1-005-all

Operating system: Win10 Pro, 'zulu' as installed from Chocolatey

Reproducing the issue

Attempt to run the server with the 'nogui' flag, observe that there indeed is a GUI. See below screenshot.

Do you think it's a git bash problem? Try in powershell and see if it opens a GUI.

I seem to have made a discovery - on Linux systems, the GUI is unable to open

[08:14:09] [net.minecraft.server.LoggedPrintStream] [main/INFO]: [STDERR]:      at net.minecraft.server.dedicated.DedicatedServer.showGui(DedicatedServer.java:400)

on Windows, this is not the case. It would still appear that the nogui flag is not being respected though.
