SAML metadata validation offline

Shibb / oxTrust mostly depends on internet to 'reach' SP's entityID AND online SAML validators ( i.e. Schema document in 'http://www.w3.org/ ) to 'validate' SAML metadata inside Gluu Server.

There are couple of use cases where Gluu Server might reside in an air-gapped machine which has no internet connection.

This issue will find out if there any way to manually download xml validators inside Gluu Server, which will be used by Gluu Server to 'validate' it's metadata 'locally'.
