BASE Content Provider List has a number of entries for repositories labeled “(via Crossref)” which seems to suggest that BASE can use some sort of filter on the Crossref OAI endpoint to provide these entries - OAI Sets perhaps?

I can't find any details of how these endpoints are registered in BASE but it seems to be manually added (as there is variance and typos in the identifier added to the content provider's name). So presumably it's through BASE's "Suggest New Content Provider" Form. Or do Crossref members get given a custom endpoint for their entries?

If an OAI endpoint can be registered with a predefined Set parameter then this is another way to use existing infrastructure as a project specific provider - though in this case using a Zenodo Community (#32) may be more advantageous (i.e. because of cost, durability, flexability, etc)
