difficulty to use softgpu (VM help request)

is there a premade image of win98 for virtualbox with everything needed already installed or a step by step guide?
I can't get it to work.

qemu is too difficult and I stopped even before installing win98 due to various errors.

Lenovo Thinkpad T530 (i7 3740qm 12gb nvidia gpu) win 10 + XP

I also tried on Windows XP with VirtualPC 2007 (the only vm that works really well with win98) but it is not possible to use it due to the lack of the PCI bus

Distributing this would be illegal. I wonder why no one made a qemu-3dfx windows 98 system with linux thst runs on sdl2 kmsdrm. It would be an universal plug and play windows 98 pc.
