Brief introductory paragraph on generic use of OPTIMADE as a format

In the September 2022 web meeting we discussed adding an introductory paragraph to the specification that describes the design choices made for OPTIMADE as an API that can be implemented by a consortium, and the sections that can be ignored should someone wish to use the same format for a different application.
