Allow notifications to change size on frame resize events. Already tried this and a weird bug appeared where the label know it's bounds but would only respond to mouse events to highlight a hover and register a click on certain parts of the label. Attempt to fix this.

This should be possible. At the very least we can repaint the whole notification and use a new label on top of the painted component.
