Handle if the issue was closed without comment (should this count as a resolved issue or be excluded?)
Handle if no comment, but a PR is linked to issue with "fix" indicated (this should count as a response)
Handle PRs (they are now skipped)

I would count as a resolved issue

Handle PRs that have a review but no comments (do we want PRs to count or only issues?)

I think we probably want to deal with PRs via a separate set of analytics
