Leverage GitHub actions + Terraform to dispatch on AWS

Since a big advantage of this style of testing suite is compiling various results across different platforms and architectures (and network connections); it would be great to have an easy way to run the suite on an matrix of instances and volumes on AWS

We've use Terraform in the past for running GPU tests for SpikeInterface, so likely a similar approach could be used here
