Filter out the Discourse update posts from the activity logic #142

Currently when we post the RFCSC update notes, that pings each thread with a comment from Discourse. This makes the last active date not align with activity on the RFC thread, rather our last meeting.

Would be nice to have those posts filtered out to reflect the actual status of the RFC discussion.
