Describe your idea for new feature to add to the Liberty Starter

I have gotten feedback that new contributors are struggling with getting the Open Liberty starter to run on their local machine so they can start contributing to the project. These newcomers do not have previous experience working on or using Open Liberty.

Describe why the new feature is important

I would like for there to be clear documentation for all new contributors with no prior technical background on Open Liberty and Maven but are Java developers.

There are a number of things that newcomers have to be aware of

I wonder if this card still valid, we had some changes in our guides from this PR
