Describe the bug
When creating a user the password field should not say to keep it empty because the new user doesn't have a pre existing password.

To Reproduce
Steps to reproduce the behavior:

  1. Go to users
  2. Click add user
  3. See mistake

Expected behavior
A clear and concise description of what you expected to happen.
You will see in the password field that it says you can leave the password blank when creating a new user
