After #35, remove TAGPATH and add support for INCLUDE and ENV:TAGPATH. The INCLUDE keyword parses another file that's parsed relative to ENV:TAGPATH paths (: separated), or ./ if no ENV:TAGPATH is specified.

The parsed statements are spliced into where the INCLUDE statement is located.
