Remove Auto Ownership Fields in the TAZ file

These fields (W0V0, W0V1, ...) are in 2010TAZ.dbd and are being used in HH generation which is retained from the four step model for IXXI trips and the airport model. For now, keep the fields in the model. But we will get rid of these fields later when we replace the remaining four step model components with new procedures for IXXI trips and potentially incorporate the airport model into special generators.
