Scenarios (for all of these, we can use 100% FIT tests):

100% compliance
0% compliance
Delayed onset:
- 0% compliance 50-64, 100% compliance 65-75
- 0% compliance 50-59, 100% compliance 60-75
Intervals:
- Everyone gets tested every other year
- Everyone gets tested every five years
Random intervals for comparison to intervals:
- 50% initial and conditional compliance every year
- 20% initial and conditional compliance every year
