Add DSTOR and NOMADS as alternative sources for NWM data loading

Hi @kvanwerkhoven is the DSTOR link above broken? I get a result from the NOMADS link but not the DSTOR url.

@samlamont Only NOAA staff (with VM access) have access to DSTOR - sorry, should have made that clear. We need to set it up as an option in the same way we do for NOMADS. But won't be able to test it for DSTOR. Jason in ISED can test it for us once it is updated in the code and he has installed locally.
