update manage_stics_versions according to the latest STICS version

• take into account the fact that now STICS is in a gitlab repository
• adapt functions for getting csv files from this repo
• the update_stics_version is used in the STICS BOOK when working on a new book release or STICS branch
• take into account that the csv files folder in library dir don't exist until get_example_path is executed, if not a folder for the desired vesrion to add is created and information file for that version is overloaded even if the data exist in the file.
• TODO: think about the usefulness of the functions in SticsRFiles, may be transfered to the stics-book (inside the STICS repo)
