Which one loads? Both? Which one loads first? Can we figure out which one is actually running for version information?

I believe the addons directory runs over Workshop. Perhaps we should make it prefer the Workshop, if present? Seems easier to deal with from version control and help and support.

FYI - The mounting order is being changed in the next update. See Willox's post here for further details:

But yes, the addons folder will take priority over workshop content after the update.
