Recipes fail to download

Could well be a proxy issue my end, but getting this error, though not seeing any attempts to go to any urls in the proxy logs. It happens for all of the recipes, but just captured the error for one fo them.

Any suggestions would be much appreciated as would really like to use this recipe.
