Allow blacklisting some distributions for metadata extraction

Sometimes a particular distribution is sufficiently weird to crash the indexing process.

Provide a configuration option that points to a file containing regular expressions to be matched against distribution names. Each blacklisted distribution should still be indexed and the POD should be rendered, but the metadata extraction should be skipped. Blacklist status should be visible on the distribution page.
