Existe um CI que roda os testes no windows, tentar verificar a possibilidade disso:

You have access to Windows via AppVeyor. It's a CI system like Travis except it runs on Windows machines. We use it for Asciidoctor and it works great. https://www.appveyor.com/

O travis agora também tem o ambiente Windows: https://docs.travis-ci.com/user/reference/windows/
