They want to be able to associate regions with each user. Restricting them for editing by region but not for viewing data.

Is this already stored in the user account?

This will be difficult to enforce with the current single sign on service

I wonder if this logic could be done on the app side. They are not worried about exposing sensitive data, just restricting editing functionality.
