Could not start REPL instance #123

I have dowloaded jar file from github and started repl and it fails with

java -jar javarepl-428.jar                                 
Welcome to JavaREPL version 428 (OpenJDK 64-Bit Server VM, Java 9-internal)
Type expression to evaluate, :help for more options or press tab to auto-complete.
Connected to local instance at http://localhost:44579

ERROR: Could not start REPL instance at http://localhost:44579
