The DID controller should have special powers
about what it is authorized to perform.

Shall it have super powers to change the DID document in the cosmos-cash implementation?

one is allow only did:key as controller -> simplify verification

allow any did, a bit more complex impl, but still doable. (recursion !)

the decision has been taken to allow only did:cosmos:key controllers that should be address on chain,
closing this in favour of #185. see the #169 for details
