Should not auto-assign any grade: devel artefacts

We're using beta for release candidates, those don't make sense for anyone other than us to review.

We previously agreed that we'll mark non-cert-reviewable snaps with grade: devel, as those can't move past beta.

TO should avoid assigning reviewers to grade: devel artefacts.

Is it that grade: devel snaps shouldn't be tested at all? or should they be tested but not appear on TO? or should they be tested, appear on TO but not get assigned to anyone?

IMO the latter. Yes, we want to see results for the release candidates, and seeing that in TO is pleasant. But don't think they should be assigned to anyone. Certainly not to anyone in Cert team.
