RegisterCurrency(evm_address, name, symbol, decimals) from EVM -> Centrifuge, that always register with lp${domain}${symbol} and LP Wrapped ${domain} ${name} as name /symbol on Centrifuge, and with no XCM transferability but only LP transferability

Why: to not require Centrifuge governance involvement for adding new investment currencies
