Issue installing backend on some Windows machines. What version of Windows are we targeting? @adeldaoud @ksakamoto09

I'm on Windows 11 Education.

copying issue below:
when using BuildBackend It seems that my LiU laptop can't download tensorflow. I tried to download it separately with Conda but it seems that the python version 3.11. I'll see if I can go to the helpdesk at LiU to get this resolved, ie. not sure if this is the packages fault or admin rights issue with my laptop.

Error: C:/Users/kazsa11/.conda/envs/causalImagesEnv/python311.dll - The specified module could not be found.
In addition: Warning messages:
1: In system(cmd, intern = intern, wait = wait | intern, show.output.on.console = wait, :
running command 'C:\WINDOWS\system32\cmd.exe /c C:\Users\kazsa11\AppData\Local\Temp\Rtmpw5TsEm\file35a878b71d8f.bat' had status 1

@cjerzak this is the not the public repo, please transfer to https://github.com/AIandGlobalDevelopmentLab/causalimages-software so other user can see this issue. I am sure other Windows users will run into similar issues.
