Layout components cant be deleted?

Description

Noticed while duplicating coral talk and choreographer components, that the subsequent component does not have a button to delete the component. Sometimes when refreshing the page, the additional component buttons show up but when you try to delete the extra component, sometimes both disappear or it shifts position in the layout, etc.

Steps to Reproduce

Steps to reproduce the behavior:

1. Enter edit mode on layout
2. duplicate coral talk or choreographer component.
3. Component appears underneath but with limited controls for editing.
4. Refresh page, expected controls appear while hovering over component.
5. Delete component, examine behavior.

Expected Behavior

When adding or duplicating a component, I expect to be able to delete it if required.
