trouble installing phantomjs on sempahore #86

We're having a bit of trouble with the phantomjs-gem on sempahore:

AgileVentures/WebsiteOne#1103

It works on a second run, and makes it seem like there is download failure or something?

Has anyone else encountered anything like this?

looks like it was fixed in the past, but has re-emerged? we are using phantomjs 2.1.1.0
