curv -le stops reloading the file after a change, on Windows

According to user nickK96 on the curv3d channel on the Elmer server on Discord, curv -le will sometimes stop reloading the file after a change. This is only being reported as a problem on Windows.

Here are the relevant parts of the chat log:

does it just stop reloading without errors
as in no errors in the console but doesn't change the model at all after a few saves
I’m using the mug example

The next step in fixing this problem is for somebody to reproduce the problem on Windows and diagnose why it is happening.
