Don't notify users of network connect/disconnect when device suspends/wakes #210

I know that this technically isn't the right place, but since the networking backend isn't under elementary's full control I wasn't sure where to open the issue.

What happened

The OS doesn't seem to be able to tell the difference between disconnects caused by suspend/wake or connection failure, and therefore does a janky half ding as the device sleeps, and the other half of the ding when it wakes. This is imo, janky af and feels like the I (the user) have done something wrong. I've experienced this to some degree on 2 different laptops.

What I expected

The device should be aware of the cause of the disconnect and not indicate it to the user through a notification (the searching animation the indicator has is more than enough imo).

System information

elementary OS 6 Daily, Lenovo ThinkPad X240

Gonna move this to network indicator since it’s a running process that knows the network state. We could manage notifications here and disable the ones from network manager
