Container settings are still applied even if Container is disabled/toggled off #3174

Describe the bug

Issue is with the Container setting

If I set any Container setting and I disabled/toggle off Container, the settings still apply.

To Reproduce
Steps to reproduce the behavior:

Add a new page
Add any block with Container setting (e.g. Columns > Inner Column)
(optional) Add a Background Color to the Columns block
In the Inner Column block, enable Container and try to change any Container setting
Try disabling Container
See that the Container settings are still applied

Expected behavior
Container settings should not apply if Container is disabled/toggled off
