Orphan datasets from Togo

Togo never replied during the campaign, however, a recent analysis of their orphan datasets was conducted on their behalf. No true orphan datasets were discovered, however, the following problems were discovered that still require follow up by GBIFS:

• 32 datasets are related to BID, come from 3 publishers, and have never been indexed. They are not orphaned and require fixing and follow up on them is happening via the BID Helpdesk.
• https://www.gbif.org/dataset/b05dd467-aaf8-4c67-843c-27f049057b78 has not been re-indexed for more than a year. This may be related to a problem with our crawling service though - see Missing support for GBIF triplet style ID portal-feedback#588
