[Feature Request] support generating personal access tokens

Using personal access tokens is not currently supported.
This makes it impossible (I think?) for users to authenticate to the GoCD API to encrypt values, something that cannot be done via the web UI.
if we can enable generating access tokens, that would make this possible.
