process initialization time #959

From a job prompt to initializing download is taking up to 7 minutes. Example log below:

+ cimr processor -process -yaml-file submitted/eqtlgen_transeqtl.yaml -catalog-name PR_catalog.txt -chunksize 200000 -parallel 32
[2020-04-15 13:22:49 root:INFO    ]  processing /home/circleci/cimr-d/submitted/eqtlgen_transeqtl.yaml
[2020-04-15 13:29:16 root:INFO    ]  starting download

This issue is replicated on a local environment as well. It is not urgent but a speed-up will be useful.
