Add Bugs Import Checklist

Create a checklist that specifies the Bugs import procedure. This is in part already documented in the README of this repository.

The procedure becomes more complicated if the Bugs data must be channeled through the SEAD Change Control System (which is desirable) e.g:

1. Create sead_staging_bugs as a copy of sead_production
2. Execute Bugs import procedure on target sead_staging_bugs
3. Use DB diff tool to create migration script sead_production to sead_staging_bugs
   • This script must include schemas bugs_import and public.
4. Add migration script to SEAD Change Control System
