CR 20190503_DDL_BUGS_ADD_TRANSLATIONS that adds bugs translation data into tables bugs_import.bugs_type_translations`` and bugs_import.id_based_translations . The same data is added in the first ever bugs import. This should kind of data should never be included in a submission (in case of re-run) i.e. remove data from submission's commit CR.
