Track a SR-IOV physical switch IDs for PFs and VFs

We should be able to examine the physical switch ID and physical port number of any PCIe SR-IOV physical function by examining /sys/class/net/{phys_iface}/phys_switch_id and phys_port_number. Virtual functions can be retrieved for a physical function by looking at the subsystem directory.
