Fix occasionial sync issue when master is slightly out of sync with the rest #8

Seems like it might be a fault tolerance issue.

Also seems like something is happening when switching from idle to synctest states; master sometimes lags on the state change and messes everything else up. If this is true, then maybe just doing another time sync after arriving at synctest state would work

Also, maybe frequent time syncs aren't a bad idea since they are almost free right?
